		<description>Yes, but it appears to apply only to LTC.  It is obvious that there is no CON for many hospitals and clinics - this is how many of our inner city hospitals were eliminated, why we are seeing suburban clinics to cater to the well insured, and a proliferation of facilities that perform highly profitable procedures like angio&#039;s and cardiac ablation centers. It is also the reason that boutique hospitals (like Tripoint) are popping up.  It has been shown that patients who live in non-CON states receive many more unnecessary procedures than those live in states with CON.   CON is not fool proof but it does add a layer of protection to populations who may be subject to medical redlining.  CON was intended to protect the poor, minorities and uninsured from the elimination of necessary medical services.  In Ohio, the CON was eliminated about 16 years ago (for everything except LTC apparently)</description>
