		<description>Federal rulings clarified and reinterpreted the participation of venture funded firms, they did not change the regulations and they did not exclude anyone.  In fact, the rulings widened the legitimate participation of VC owned firms. Prior to that VC firms that were not &quot;controlled&quot; by a VC were allowed to participate and still are.  The existing law at the time did not allow VC controlled firms to participate since they were not owned by an &quot;individual&quot; who was a US citizen.  That many VC controlled firms did participate was a result of lax enforcement of the rules. The SBA rulings opened the door to firms that were less than 50% &quot;owned&quot; by VCs (rather than controlled by VCs) and allowed participation firms that were owned by small VC firms, which was not allowed prior to the rulings.
